Renewable Energy Business Leaders to Respond to the Pacific Coast Collaborative - Inter-Governmental InitiativeBackdrop: In March of 2009 the Governors of California, Oregon, Washington State, Alaska and the Premier of British Columbia will meet for the inaugural "Pacific Coast Collaborative" (PCCC) to focus on priority issues for the Pacific Coast of North America. This is intended as the first such annual meeting. The Collaborative will build on the existing consensus among the Pacific Coast jurisdictions on climate change, and is intended to engage the leaders in cooperative actions (Pacific Coast Collaborative Agreement, Article 4: To initiate, undertake and review joint actions and the coordination of individual actions by member governments).At the top of the list of critical issues for information sharing and cooperation is clean energy. Over the past few years the individual States and the Province of BC have set ambitious targets for GHG emission reductions, energy conservation and renewable energy goals. Over the past year through the Western Climate Initiative there has been an unparalleled effort in inter-State and BC Government coordination in the design of a regional "cap and trade" mechanism, a climate registry and cross regional targets to reduce GHG emissions 15% below 2005 levels by 2020. The Challenge: The scale of investment to accomplish the State/Province targets and goals is orders of magnitude greater than current trends within the region would achieve. The commercialization and deployment of clean technologies and renewable energy systems will have to be greatly accelerated. There are numerous regulatory, institutional and infrastructure barriers that must be overcome if the Pacific coastal region is to meet its potential to innovate and lead the world toward a cleaner greener future. The challenges we face will take years of coordinated and innovative leadership from both the public and private sectors. The Opportunity: The opportunitity exists to establish a common market for renewable energy on the Pacific Coast. The first step is a discussion paper to build consensus among business leaders in all five jurisdictions.
